The Québec Selection Certificate (CSQ)

To immigrate to Québec and obtain permanent Canadian residency, you must first obtain a Québec selection certificate (CSQ) from the ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI).

If you are applying for a CSQ as a skilled worker, you must choose between the Québec Experience Program (PEQ) and the Regular Skilled Worker Program. Here’s a self-assessment questionnaire to guide you to the information and forms dedicated to the program that seems best suited to your situation:

Québec experience program (PEQ) – Québec graduate

An international student who received a diploma in Québec that is admissible to the PEQ can apply to the CSQ as a skilled worker. This is the most simple and fastest method. Completed applications are processed within twenty working days upon presentation of your diploma or your certificate of achievement. Candidates must obtain their diploma before applying. Note that a mastery of advanced intermediate oral French is a mandatory condition for obtaining a CSQ through the PEQ.

Effective November 14, 2019, the selection conditions of the Programme de l’expérience québécoise (PEQ – Québec experience program) which had prevailed before November 1, 2019 are re-established.

Holders of diplomas, sanctioning between 900 and 1,799 hours of training (inclusive), who submitted an application between November 1 and November 13, 2019 will have their applications examined and decided upon under the selection conditions that prevailed on November 1, 2019.

All other PEQ applicants who submitted an application during this period will have their applications reviewed and decided upon under the conditions that prevailed before November 1, 2019.

Québec experience program  (PEQ) – Temporary foreign worker

This program pertains to you if your current job is in demand on the Québec job market (see the Liste des emplois en demande admissibles au Programme de l’expérience québécoise (PEQ) – volet travailleurs) and you have work experience that meets the program’s requirements. You must also have advanced intermediate knowledge of spoken French. The work experience acquired as part of a youth exchange program can also be taken into consideration.

Regular program – Foreign students in Québec

Unlike with the PEQ, applications are examined on the basis of a selection grid comprised of factors and criteria (age, training, experience, linguistic abilities, etc.). The selection grid allows candidates to accumulate points to reach the passing grade to obtain the CSQ. Note that it’s important to start the process early. Would you like to check your eligibility?
